The origins of the technical inventory of real estate, the main directions to property records are described. Significant problems associated with conducting technical accounting on the example of redevelopment and re-planning programs in Moscow are discussed. Necessary documents for carrying out redevelopment and re-planning in residential premises are provided. Examples of accidents related to unauthorized re-planning and proposals to reduce their number and to prevent possible negative consequences are given. The changes in requirements for calculation of the area of object of capital construction are mentioned and a conclusion about the state of legislation in the sphere of state cadastral registration of real estate is made.
