In Russian Federation, property taxes and lease payments are calculated on the ground of the cadastral value of the property. Currently, real estate owners face the problem of overpricing of their property compared to the market value. Therefore, many owners are unwilling to overpay taxes and rent and try to add real value of their property to the unified state register of real estate (to equate the cadastral value to the market value). The cadastral value differs from market value for several reasons. They are: the imperfection of the real estate appraisals methods while carrying out the state cadastral assessment; the lack of up-todate information on the real estate market; appraiser’s errors in calculations, etc. In such cases, persons in interest have the right to dispute the results of cadastral cost determination in two instances. The documents necessary for contesting the cadastral value have been considered. The procedure of contestation the results of cadastral value determination has been reviewed on virtue of the provisions of two existing Federal laws. The procedures of cadastral value contestation in court and through the Rosreestr’s Commission have been reviewed. Statistics of the decisions made to change the cadastral value in the commissions and in the courts has been analyzed.
