Abstract:
The export of education is an important part of the socio-economic strategies of the world`s leading countries; it has become a budget revenue, a soft power tool, and a significant demographic resource. The system of state education export policy is formed in Russia, and the authors present the results of the study in the main areas of this process. The purpose of the work is to develop cartographic support for researching regional features of education exports in the country based on GIS technologies. A series of thematic cartographic materials was created, based on the maps where all-Russian and regional features were revealed: the dynamics of absolute and relative indicators of foreign students, the geography of their origin, their academic mobility and other. The main trend in development of education exports is a steady increase in the indicators of this process in the pre-COVID period and a slight decrease in 2020–2021. There is a tendency of transition from hyper-centralization to polarization of Russian exports of education. The implemented state policy measures in this field are accompanied by a decrease in the role of metropolitan centers and the active involvement of leading regional centers in the North Caucasus, the Volga region, the Urals, Siberia and the Far East in this process. In the context of a deep demographic crisis in Russia at the present stage, it is advisable to organize official registration of foreign citizens who are employed after completing their studies
