E.B. Klyushin was born in 1937 in Moscow. In 1962 graduated from the geodesic faculty of the MIIGAiK, and then worked at the Research Part of MIIGAiK.
In 1966-1975 worked in the State Union Designing Institute in 1971, protected his thesis, in 1975 was associate professor at the Applied Geodesy Department of the MIIGAiK. In 1980 protected his doctoral thesis, in 1982 headed the Department. Since 1985 up to the date is the Professor in the Applied Geodesy Department.
In 1987-1992 the Dean of the Geodesy Faculty.
Field of scientific activity - applied geodesy, satellite technologies in applied geodesy, spreading of electromagnetic waves in media.
In 1971, on the principles of the developments by E.B. Klyushin the only in the USSR high-precision optical light-rangefinder on the beats of the gas laser modes was created. Its using could reduce a measurement error of distance of 1 km to 0.5 mm. On its basis, a device of the highest accuracy for calibration of optical meters was built.
Is the creator of a high-precision goniometer for recording deformation of the earth's surface with an error to 0.01.
The author of more than 150 scientific publications and 27 copyright certificates. Laureate of the Award named after F.N. Krasovsky.
