Was born on December 29, 1951 in Moscow. Graduated with honors from the Moscow Institute of Land Use Engineers (now GOZ), in 1974majoring in land management. Heads the Land Management Department of the State University since 1990. Known in our country and abroad as a scientist in the field of land use economy, land management and land cadastre. His scientific work enabled forming a new scientific direction "Economy of land management", developing a theory, methods and implementing a system of automated land managing design and modern land management.
Published 542 scientific works in the total volume of more than 2000 printed sheets.

Since 1997 S.N. Volkov heads the Education-and-Methodical Association of the Russian Federation higher institutions which educate students in the field of land management and inventories. The Association includes 80 universities in the RF and 14 associate members from other countries. S.N. Volkov is one of the leading authors of the State Standards for basic education programs, curriculum guides and training programs currently used in Russian universities at training all land management occupations.
S.N. Volkov heads the land management scientific school of the country. Since February 1991 till now he is the Chairman of the dissertational council for the doctoral dissertations, since 2000 a member of the Economic and Land Property Relations Department’s Bureau of the Russian Agricultural Academy.
President of the Non-Profit Partnership "National Union of Land Surveyors" of Russia (since 2012). President of the Consortium of Moscow Agrarian Universities in the field of remote educating. Has trained seven doctors and 23 candidates of economic sciences, under his supervision 130 diploma projects were protected.
