Was born on December 29, 1951 in Moscow.  Graduated with honors from the Moscow Institute of Land Use Engineers (now GOZ), in 1974majoring in land management. Heads the Land Management Department of the State University since 1990. Known in our country and abroad as a scientist in the field of land use economy, land management and land cadastre. His scientific work enabled forming a new scientific direction "Economy of land management", developing a theory, methods and implementing a system of automated land managing design and modern land management.

 

Published 542 scientific works in the total volume of more than 2000 printed sheets.

 

Main publications: "Scientific Foundations of Land Management" (1995); "Economy of Land Management" (1996); "Land Use Planning" (1997, 1998); "Land Management in the Conditions of land Reform (Economy, Ecology, Law)" (1998); "Land-Use Planning and Arrangement of Land Management Works" (1998); "Milestones of the Russian Land Management: Time, Events, People" (2000); "Land Management" in nine volumes (2001-2009), "History of Land Management in Russia: Millennium Experience" (2011), "Land Management" (2013), "Land Policy of Russia. Millennium Experience" (2014).

 

Since 1997 S.N. Volkov heads the Education-and-Methodical Association of the Russian Federation higher institutions which educate students in the field of land management and inventories. The Association includes 80 universities in the RF and 14 associate members from other countries. S.N. Volkov is one of the leading authors of the State Standards for basic education programs, curriculum guides and training programs currently used in Russian universities at training all land management occupations.

 

S.N. Volkov heads the land management scientific school of the country. Since February 1991 till now he is the Chairman of the dissertational council for the doctoral dissertations, since 2000 a member of the Economic and Land Property Relations Department’s Bureau of the Russian Agricultural Academy.

 

President of the Non-Profit Partnership "National Union of Land Surveyors" of Russia (since 2012). President of the Consortium of Moscow Agrarian Universities in the field of remote educating. Has trained seven doctors and 23 candidates of economic sciences, under his supervision 130 diploma projects were protected.

 

Laureate of the National Award named after Peter Stolypin (2006). Membership in the Council on agricultural policy; Scientific and Practical Council on Energy-Saving Agriculture of the Russian Federation Agriculture Ministry; the Interagency Council on Awarding Prizes of the Russian Federation in the field of science and technology;  the editorial boards of the journals: "The Economy of Agriculture and Processing Enterprises", "Land Management, Cadastre and Land Monitoring", "AIC: Economy, Management", "Real Estate Cadastre", "Cadastral Bulletin", "Education. Science. Scientific Staff", "Bulletin of Agrarian Economists", "Agro-Food Policy of Russia", "Agricultural and Environmental Journal", "Balanced Nature Management".

 

Honorary Professor in the State University of Land Management, Huazhong Agrarian University of Central China, Kazakh National Agrarian University, Kyrgyz National Agrarian University named after K.I. Skryabin, Ural State Agricultural Academy; Honorary Doctor of the Belarussian Agricultural Academy, Moscow State University of Geodesy and Cartography.

 

Retired Colonel. Expert of the State Duma and the Federation Council. Co-author of a number of federal laws "On Land Management", "On the Circulation of Agricultural land," "On the State Real Estate Cadastre", etc.

 

For the contribution in reconstructing the Home Church of the State Land Management University, the ethical and moral education of students awarded the Orders of the Russian Orthodox Church: St. Sergius of Radonezh II degree (2001), the Holy Prince Daniel of Moscow, II degree (2004) by the Patriarch of Moscow and All Russia Alexiy II, and the Order of St. Innocent, the Metropolitan of Moscow and Kolomna, II degree by the Patriarch of Moscow and All Russia Kirill (2009). 

Was awarded the Order of Merit for the Motherland of the IV degree, the Order of Honor, the Order of Friendship, medals "For Valiant Labor, and in concern to the 100th anniversary of V.I. Lenin", "In Memory of the 850th Anniversary of Moscow", "For Labor Valor", "For Strengthening the Military Commonwealth", "For the Great Contribution to the Development of Agricultural Science and Education", "For Diligence in Carrying out Engineering tasks" etc. Gold and Silver academic honor marks of the State Land Management University, the Konstantin honorary signs of GUZ (3 degrees), a medal "For the knowledge, hard work and loyalty» III degree, State University of Land Management. Laureate of the Russian Federation Government Prize in Education, laureate of the Highest Public Award in the Industrial Sphere and Food Production in the nomination "For Contribution into the Development of Agrarian Science" due to the results of 2013, laureate medal of All-Russia Exhibition Center. 

 

For progress in the strategic development of the University, active international cooperation, carrying out international educational projects, was awarded international prizes: Napoleon Gold Medal and the Honor Medal of the Society for the Promotion of National Industry of France (2001, 2003); "European quality", "United Europe", the Award of Socrates  by the European Business Assembly (Oxford 2005, 2008; Vienna, 2008,  2014); Gold Medal of the Higher Institute of Business and Management (Rome, 2006); The Board of Directors of Great Britain (London, 2006), Laureate of the European Grand Prix for the Quality of Education Award (Geneva, 2012).

                               

In general, all the activities of S.N. Volkov are focused on solving matters of increasing the land use efficiency as the main national asset, in the interests of the Russian state and the folk of the country.
