Tsvetkov Victor Y., born on May 19 1945 in the town of Zima, Irkutsk oblast. Graduated from Irkutsk State university in 1967. The title of Professor in 1996, Scientific degree of Technology Doctor in 1995.

Was employed in the Siberian Department of the Russian Science Academy, USSR Secondary Engineering Ministry, Head Geodesy and Cartography Department of the USSR Minister Council, Ministry of Science and Education. Academician of the Russian Natural Science Academy; of the Eurasian International Science Academy; of the Russian Cosmonautics Academy named after K.E. Tsiolkovskiy; of the Russian Education Academy. Scientist Secretary of the 6^th Department in the Russian Cosmonautics Academy.

Awarded with 20 State and memorial awards. RF President’s Prize Holder in the field of education (2003), RF Government’s Prize Holder (2014). Honoured Worker of the Russian Natural Science Academy; Honoured RF Science and Technics Worker; Honoured RF Higher Professional Education Worker; Distinguished Worker of Survey Service. Author of more than 1230 published research papers, among them 102 monographs, 67 student aids, and 10 textbooks.
