Vladimir Gennadievich Pleshkov was born on October 3, 1951 in the town of Khalturin (now the town of Orlov), Kirov region, Russia. In 1976 graduated from the Moscow Orders of Lenin and the Red Banner of Labor Higher Technical School named after N.E. Bauman. Started his career at the Polar Geophysical Institute in the Kola Branch of the USSR Science Academy. In 1993 - 2012 acted as the Director, and then was appointed the Director of the FSUE GOSGISTSENTR. Since 2013 has been the Director of the National Center for Spatial Data. In 2014 - 2017 – a Deputy Director in the FSBE "Centre of Geodesy, Cartography And SDI». In 1999, was awarded an Honorary diploma of the Russian Federation Government "For the great contribution into the creation of the state geodetic network and mapping the territory of the country", and in 2003 received the title "Honored Worker of Geodesy and Cartography of the Russian Federation".
