In article a priority of definition structure of spatial data at formation ISD is proved. The special role of the geoinformation resources describing fundamental properties of regional natural-economic systems is emphasized. Definition of the Russian Federation geoinformation space is given. Introduction of concepts is proved: fundamental geoinformation resources; regional knowledge base, – intended for construction of the specialized subsystem of ISD created for administrative decisions preparation in interests of the Russian Federation economic development. The sequence of «Digital Russia» formation is suggested.
