The existing methods of on-board and ground measurements of total content of water vapor in atmosphere are analyzed. The equivalent presentation of the atmosphere as a sequentially connected layers of water vapor and aerosol is suggested which makes it possible to formulate and solve the inverse task of determining total water vapors content using the regularization method. The method for regularization of the inverse task solution related with determination of the system input signal is proposed.
