Abstract:
The article presents proposals to improve the scientific and methodical documentation for the organization of work on current research of crustal movements on geodynamic polygons of Rosreestr. Along the way, the author gives suggestions for a new paradigm of work in order to predict earthquakes. On geodynamic polygons of Rosreestr located on Sakhalin Island (in high seismic areas of Russia in the northeastern Caucasus and Baikal rift zone) work is continuing in line with the objectives of SCP (Service of Control Deformations of the Earth’s surface, part of the GLONASS Federal Target Program (FTP). Currently, such work is carried out mainly by repeated measurements by GPS-method. This is only part of what should be done. Observations must meet the current requirements of the system. The article is debatable.
