The authors consider the problem of protection of territories with signs of historical and cultural heritage, as well as unique natural and landscape originality. An example of solving it is given through considering such areas as especially valuable and taking them under state protection, with preservation in original historical, cultural and natural conditions. A project is proposed to create a historical and cultural reserve as a specially protected land, which is the most effective form of arranging this object. Taking into account the functional zoning of the territory, as well as according to the rules of local land management, the boundaries of the projected historical and cultural reserve are determined and a corresponding map is developed.
