Abstract:
The authors discuss the State (Russian) standardization system draft’s general provisions and certification of the National standard developed by the PPC “Roskadastr” in cooperation with the Military Topographic Directorate of the RF Armed Forces General Staff. The relevance of the mentioned task in this subject area is due to the need of creating a normative and technical document regulating the technological processes of constant cartographic monitoring the conditions and changes of terrain objects in order to plan the work on correcting digital (electronic) topographic maps and their operational updating. The information presented in the article is innovative in essence: the draft national standard is being developed for the first time; the methods and technologies used in the process of topographic monitoring are newly made or improved compared to traditional methods and techniques for updating state topographic maps. The authors set out regulatory requirements related to information, hardware, software, technological and methodological aspects to arrange the process: survey topographic monitoring i.e. a mechanism for scientifically based planning of updating digital (electronic) topographic maps; detailed topographic monitoring for operational updating and correcting spatial data, including a single electronic cartographic basis in the system of national standardization
The work is being carried out by the РPC “Roskadastr” within the framework of the National Standardization Program in the Russian Federation for 2023 (PNS-2023)
