Abstract:
In Afghanistan, the process of systematic land registration at the national level remains underdeveloped, and the existing methods of land plot numbering do not ensure sufficient accuracy.Currently, an 8-digit code is used, which does not allow for the unambiguous identification of all parcels within a single administrative unit, such as a city or district. Therefore, developing a methodology for assigning unique cadastral numbers to land plots is an urgent task. The authors examine the land registration process, the cadastral numbering system, and the administrative structure of Afghanistan. A comparative analysis of land plot numbering systems in the Russian Federation and Turkey was conducted to assess their applicability to Afghanistan's conditions. Additionally, GIS technologies and aerial imagery were used to model the proposed numbering system. The key results of the study include: ensuring accurate identification of land plots, improving the cadastral registration system, reducing disputes related to duplicate land registration, and creating conditions for integrating the proposed system into the national land resource management system
