Abstract:
It is shown, that the evolution of state coordinate systems, caused by technological progress, is not accompanied by timely adaptation of local ones (in which the required spatial data are created) to these changes. Thus, despite the establishment of the 2011 State System, in the subjects of the Russian Federation, the local analogues of LCS-NN_42/LCS-NN_95, formed from the cancelled ones of CS-42/CS-95 are still used for creating other spatial data. The refinement of LCS-NN_42/LCS-NN_95 carried out in 2016-2022 based on SCS-2011 did not significantly bring the accuracy of these LCSs closer to SCS-2011 and did not enable establishing the parameters of transition between SCS and updated versions of LCSs. It is proposed to use hybrid LCS_2011(LCS NN_42)/LCS_2011(LCS-NN_95), as unified LCSs of regions to substitute the LCS-NN_42/LCS-NN_95 being currently in force here. For areas, where the transition from CS-42 to CS-95 was implemented before, this approach is optimal, since it allows: a) to determine the parameters of the transition between SCS-2011 and updated versions of LCS; b) to create spatial data in LCS_2011(LCS-NN_95) with the accuracy of SCS-2011; c) to eliminate the need to convert spatial data from LCS-NN_95 to hybrid LCS_2011(LCS-NN_95). In those subjects where the transition from CS-42 to CS-95 is not implemented it is required to be carried out from CS-42 to SCS-2011. The proposed approach provides the said positive effects a), b), except for the need to convert part of the SD from LCS-NN_42 unto LCS_2011(LCS-NN_42)
