This paper is the first one of a paper series dealing with technology description of the gravity field determination using satellite gradiometry data. The objectives of this paper are considered. They are GOCE project problems and tasks of investigation, used measurements and data processing strategy of the Earth gravity field parameters estimation, including products obtained during mathematical processing different level data.
