Abstract:
The article focuses on studying the resilience of Yakutsk`s urban infrastructure to flooding. As part of the "Three-Year Infrastructure Development Program" (2024–2026), Yakutsk is implementing projects aimed at enhancing the resilience of the city, including public transport modernization and the development of a stormwater drainage system. The research is based on the application of geoinformation technologies and grid analysis to identify high-risk areas and vulnerable facilities. The developed system of criteria for assessing flood resilience is grounded in both domestic and international experience and can be adapted for other Russian cities. The findings highlight the most critical zones for urban planning, including the city center, Gubinsky, and Promyshlenny districts, as well as key infrastructure facilities such as schools, preschools, and medical centers that ensure the city`s social functioning and play a vital role during emergencies
The study was conducted as part of the state assignment of the Ministry of Science and Higher Education of the Russian Federation, state budget topic No. FSFE-2022-0001
