Abstract:
Economic development of areas with active volcanism is associated with high risks due to the dynamic nature of natural processes. Existing land management approaches do not fully account for the specifics of long-term and multi-component volcanic threats. The aim of this study is to develop and theoretically substantiate a system of methodological principles that ensure effective land resource management under such conditions. The methodological basis comprises systemic, dialectical, and deductive approaches. As a result, a system of seven interconnected principles is developed and presented: resilience and safety, historical analogies, progressive approximation, comprehensive data and monitoring, accounting for all hazardous factors, dynamic boundary adjustment, and justified cadastral valuation. The concept of a volcanic impact zone is introduced and substantiated as a new type of Special Land Use Zone. The practical relevance of the principles system is demonstrated using the example of zoning the territory of Ebeko Volcano (Paramushir Island, Kuril Islands, RF), showing how the fundamentals are transformed into specific management decisions for establishing land use regimes. The proposed tenets form a ready-to-use methodological framework for developing technological solutions in zoning and monitoring, integrating into the National Spatial Data System, and ensuring sustainable land use in volcanically hazardous regions of Russia
