In the article the ways, methods and nature of solving systemic issues of geodesy are presented. A concept as a system of surveying integrity on a methodological basis was developed. To substantiate this concept, general and national history of geodesy, the theoretical and methodological foundations of geodesy, created the "Principles of influence" and "Phenomenon" right angle were developed. A geometric method for estimating the map information, as well as a logistic law of geodesy were obtained.
