Abstract:
Gradual transition from reacting on emergencies to early warning about a threat of their rise confirms continued importance of using home space facilities and space information to do short-term forecasting of natural and man-made disasters. A need to organize effective controlling and forecasting monitoring of high-latitude Russia demands developing ERS orbital constellation and requirements engineering to its specialized forecasting monitoring segment. There are methodological technical and economic aspects of creating space constellation for forecasting monitoring of natural and manmade disasters, that integrates information resources of developing facilities and specialized facilities.
